[Bug] Can't continue setup process after installation (Windows)

Won't let me click next even though everything is setup.

When I click back and try again, Goose shows setup button and I see a bunch of git bash terminals popup. I click setup on Goose, shows installing > installed (still see some git bash windows popping up after), but then still can't click Next. I can continue without setting up goose, but need to click back/leave unchecked/uninstalled.

Root cause

Two stacked bugs:

1. Discovery miss — Goose's official Windows installer writes to %USERPROFILE%\goose\goose.exe and does not put that dir on PATH. Buzz only searched PATH + a few well-known dirs (npm, Codex, ~/.local/bin), so after a successful install, rediscovery still reported NotInstalled.
2. False "Installed" badge — Onboarding treated local installSuccess as Installed even when rediscovery failed. Next is gated on runtime.availability === "available", so it stayed blocked. Back/Next dropped the local success flag and showed not installed again.

The Git Bash console popups were separate: discovery/command -v probes and related spawns lacked CREATE_NO_WINDOW.

Fix (branch fix/windows-runtime-install-and-console)

• Probe %USERPROFILE%\goose in Windows well-known binary dirs
• Post-install verify that the CLI is actually resolvable
• Don't show INSTALLED until discovery confirms (show CHECKING meanwhile)
• CREATE_NO_WINDOW on login-shell probes, auth/version probes, git exec, shell tool, etc.

Once this lands, your already-installed goose at C:\Users\<you>\goose\goose.exe should be discovered without reinstalling.
