When opening the projects view in an empty state (no existing projects), the "New Project" button is missing from the interface, making it impossible to create a new project from this screen.

- Open the Buzz application.
- Navigate to the Projects section/tab with an empty project list.
- Observe the empty state area.
- See that the "New Project" button is missing.

A "New Project" button should be clearly visible in the empty state so users can easily create or import a project.
