[Bug] "New Project" button missing in empty state on Ubuntu 26.04 (AMD64)

When opening the projects view in an empty state (no existing projects), the "New Project" button is missing from the interface, making it impossible to create a new project from this screen.

1. Open the Buzz application.
2. Navigate to the Projects section/tab with an empty project list.
3. Observe the empty state area.
4. See that the "New Project" button is missing.

I thought it was something where agents created the projects, didn't realize the button was just missing!
