bzlmod: fix rules_docker puller download#11305

Bump rules_docker version to include buildbuddy-io/rules_docker@0f218e5 which fix puller download urls for bzlmod setup. Also fix the bazel_downloader.cfg file not being synced cross repo to avoid future inconsistency issues.
