This PR enhances the CDC Grafana dashboard by adding two heatmap visualizations for gRPC server handling latency metrics for SplitBlob and SpliceBlob API operations. Currently I've just been using the gPRC tab in the core metrics, but its much more helpful to see this inline with the other CDC related data.
