CI blocked due to stackdriver quota limit

Current the system tests are failing which block the PRs.
We need another change similar like #571.

Cleaning out the project now.

I added @bogdandrutu and @songy23 as GCP project owners and shared the CI service account credentials with them.

Stackdriver stats test is passing again, hopefully CI should be unblocked for good now: https://circleci.com/gh/census-instrumentation/opencensus-python/2656.
