opencensus-ext-stackdriver should allow google-cloud-monitoring 1.0.0 #932
Description
Currently opencensus-ext-stackdriver depends on google-cloud-monitoring >= 0.30.0, < 1.0.0.
google-cloud-monitoring is now GA at 1.0.0 with no code changes from 0.36.0 (the last alpha status release) so opencensus-ext-stackdriver should take it.
