Fixes #2542
The problem with #2542 was that the NCNN conversion produced an invalid model, which caused NCNN's Upscale Image node to fail and crash the backend. While I can't fix NCNN crashing the backend, I can prevent the creation of invalid NCNN models by disallowing SPAN models to be converted to NCNN.
