Without the `UseMonitIptablesFirewall` option set, bosh-agent will configure nftables based monit firewall rules that will interfere with monit access on ubuntu-jammy stemcells. This commit restores cgroup-v1 based firewall behavior for warden stemcells. ai-assisted=no
