ci: Deploy Director w/ bpm before release#195

This bump of runc 1.2.6 to 1.2.8 passed all the normal bpm pipeline, then started failing when deploying a real BOSH Director. This introduces a new job to ensure at least the Director is deployable with the upcoming version.
