Submission upload UI breaks with long “Metadata or Fact Sheet” forms

On the Submission upload page, when a competition’s Metadata or Fact Sheet contains many fields (e.g., ~15+ text inputs, selects, checkboxes), the page layout no longer flows correctly. The lower page elements (notably “Submit as” and the existing submissions table) become obscured/overlapped, making the submission workflow difficult to use. Thanks for taking a look.
