• restored main-panel context hints and keyboard focus outlines and added optional mouse-hover activation
• synchronized version 1.13.0, changelog, security support metadata, release workflow, documentation, and installer metadata

This collects the pre-release utility review and the confirmed regressions found during user testing into one backward-compatible 1.13.0 release candidate.
