[TA:backlog] Add view link for the commits failed

This got deprioritized in Q2 but we have heard feedback that the link is useful so this issue is tracking this request.

Provide a view link to easy access the latest 5 commits failed.

Here is the latest design that we can simplific the View link to travel and see the Last Run CI logs :

Open question: when someone rerun the job, will we update the "latest" run?

As this stands today, this isn't going to move the needle meaningfully. However, what this hints at is a need for more analytics at a per test level
