Move`-PupdateSnapshot` to snapshot.properties

Currently it's cumbersome to pass -PupdateSnapshot via build tools such as Gradle or Maven. It requires some Magic to get it working.

Instead, allow it to be toggles on/off via the properties file which will make this simple and obvious.
