Submit log parts to LogList

I have an idea on how it should work:

• User says something like $loglist submit 2m
• Horta stages logs over the past 2 minutes (see Autofill submit form via GET parameter loglist#100 (comment) for detailed info about staging) and sends a private message to the user with a link to the submit form
• User opens the submit form, corrects the quote if needed and submits it for approval

We should think about reasonable limitations on the staging time period and amount of messages.

Due to codingteam/loglist#100 (comment) horta should also privately send a warning that the provided link will work only for some short period of time.
