Different configuration files for plugins

As of now, horta.properties is turning into a horrible mess that begs to be split into plugin-specific files. Also, plugins should be able to somehow tell core where to load their respective configurations from.

Agreed. Note that on-demand configuration reloading should also be planned for future releases.
