Description
Leverages the changesets action to fully automate the TypeScript version and publish workflow. The action automatically maintains a bump PR as commits land on main. Then, once we're ready to release, all we need to do is merge the bump PR, and the action will handle publishing.
The existing publish workflows have been deleted, but as an escape hatch if needed, there is one workflow to publish an NPM package. This could be useful in the case we need to publish a hot-fix for one package in the middle of the week, for example, and we don't want to publish all packages.
