release skopeo 0.1.31

Can we draft a new release of Skopeo? The latest version doesn't compile on i586 which is currently a blocker to get it into openSUSE Tumbleweed. In particular, we need commit 976d57e but we're hesitant to have a backport in the package.

@runcom usually does the releases; is there more to it than the two commits, a tag, and a GitHub release entry? If not, I can do that early next week (feel free to remind me if necessary.)

Kicking off new skopeo builds for F28 and Rawhide is already updated. Will also create packages for future RHEL releases.
