Bug description

If statusbar brightness control feature is enabled, sometimes when opening QS, the gesture activates and changes the brightness. The next time you try to open QS, it immediately closes.

Steps to reproduce

  1. Enable brightness adjustment by swiping the status bar. 2. Open the Quick Settings panel (the bug doesn't always occur).
