Fix cache Docker workflow for release-6.16 by pinning ubuntu-24.04 runners, adding EOL apt source fallbacks for oracular/plucky, and setting CMake policy minimums for manylinux deps. Fixes https://github.com/dartsim/dart/actions/runs/20635042627.
