After some digging and research, I discovered that this is a bug in the upstream version. Polkadot Collectives is also experiencing this issue. I reported the bug to Parity, and it has been confirmed. However, there is no official fix available at the moment. In the meantime, you can simply roll back the weight and adopt Moonbeam's weight.
