Currently Devnets do not adjust their difficulty for the first 4032 blocks, which is unexpected behavior. This should be modified such that Dash's difficulty adjustment (DGW) algorithm is in effect starting at the beginning of a devnet. No changes should be applied to the logic of Mainnet or Testnet.
