Use supported Rclone storage backend for output directory

Currently Singularity supports a list of local directory for CAR files.
Since we are already using Rclone internal libraries, we could instead use any Rclone backend that supports Put.
Some example command could be

singularity dataset set-output s3 <path>

And corresponding database type
