- reworked layout of the header elements (icons, logo, url) to be more responsive - adds some statistics to the start screen - small modification to the binary 2.0.0 db migration script, developers may need to delete local dev databases

- Main ui of bpe now uses same layout as main ui of fhir server. - Fixed browser dev tool errors / warnings in relation to bad html and https headers. - Typo fix in StatisticsDao - Statistics on root layout of FHIR server now only rendered for local organization users or local practitioner users with role DSF_ADMIN.
