Describe the Testing Issue

Because of the bug of rapidjson, recently the building of intel container is failed.

The bug of rapidjson is fixed since 2016 (Tencent/rapidjson#2277), but it is not released, so we can not download the latest version by apt. May be we should download the rapidjson by git clone in the Dockerfile.
