When running an example of Si for HSE calculation, the programme terminate abnormally after a non-convergence warning:

In this case, the first PBE loop is not converged, so the EXX loop is not entered and the EXX term is not added to the total Hamiltonian, making it no sense to calculate EXX force.
In #6067, I add a check to give users a warning-quit instead of an assertion failure.
