[Pay.gov for overpayments] Update prototype based off updated mockups from study findings

Make updates to the Pay.gov overpayment prototype based on recommendations from study findings.

Tasks

• Work with Matt to create duplicate of new prototype and freeze old so we can easily reference with research if we need to in the future
• Update prototype based on recommendations from study findings.

I actually brought this into sprint 6 and have chosen to work on updating the prototype in code as I'm using the feedback findings and applying it directly with added ability to use an agent with the va-prototype-kit. However, this will roll as I still have to apply updates to the resolve and new payment related pages.
