chore: mirror devsy devcontainer config

Updates the dev container to mirror the main devsy project:

• Uses the official Go dev container image (mcr.microsoft.com/devcontainers/go:latest) with the prek feature, instead of pulling a prebuilt runtime image.
• Normalizes the file to the canonical .devcontainer/devcontainer.json path (some repos had it at the repo root or under a non-standard devcontainer/ directory).
