Show only Capability roles by default

💡 Purpose:

• Capability Owners should not see the list of all roles that exists in the system.

🌟 Changes:

• By default show only assignable roles for a capability context
• Request parameter can be used to change the assignable roles returned

🎶 Notes:

• This will require some frontend change, before our admin works correctly again (added parameter).
• This is a bit of a 'hack', but our roles are all Global and not scoped properly, so for now this will solve the problem as is
