[Testing] Tracking issue for missing tests

This issue is for tracking tests that were removed from the engine test suite because they were only testing CLI behaviour:

• service ps pretty print (Update service ps to be an API test moby/moby#33684)
• service ps with name arg, id prefix arg, and conflicting args (Update service ps to be an API test moby/moby#33684)
• stack deploy (Don't resolve image by contacting registry for docker stack deploy tests moby/moby#33386)
• stack rm
