Spoke with @DrewScoggins and he mentioned the perf scripts are currently used by dotnet/runtime only. Hence safely changing the TFM from netcoreapp5.0 to net5.0 to unblock dotnet/runtime#35176. Also updating the package validation target to reflect the new TFM.
