The Microsoft.AspNetCore.Server.IIS.NewShim.FunctionalTests.ShutdownTests class has been passing 100% across all 31 builds in the quarantined-tests pipeline over the past 30 days. The [QuarantinedTest] attribute was added on 2026-04-14 (90+ days ago), satisfying the 60-day minimum. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
