feat(modern-template): respect url normalization for toc

The current problem

If you have something like .htaccess url rewrite active, the toc expansion does not work.
Example rewrite:

RewriteEngine On
RewriteBase /


RewriteRule ^index\.html$ / [R=301,L]
RewriteRule ^(.*)/index\.html$ /$1/ [R=301,L]

RewriteCond %{THE_REQUEST} ^[A-Z]{3,}\s([^.]+)\.html [NC]

RewriteCond %{REQUEST_FILENAME}.html -f

Proposed Solution

By adding a config option called _urlNormalizationActive and parsing this in the toc.ts of the modern template as docfx:urlnormalizationactive, we can achieve the toc expansion.

This fix feels a bit hacky. Would #2865 address your scenario once it lands?

Yeah that's basically what i mean, we should keep in mind for that issue tho, that it needs to work seamless with existing environments if needed.
I agree that this pr is hacky, I'm gonna close it for now.
