This PR updates package indexing filters so System.Threading.RateLimiting and Microsoft.Extensions.Caching.Hybrid are no longer excluded as ASP.NET Core-documented packages, allowing them to use package-provided monikers.
Changes:
- Removes two package IDs from the ASP.NET Core moniker exclusion list.
- Adds clarifying inline namespace comments for the remaining ASP.NET Core-related exclusions.
