Updating the 3.0 template installation directory from "3.0.0" to "3.0.1"
VS 16.3 installs the 3.0 Templates to a "3.0.1" directory
VS 16.4 installs the 3.0 Templates to a "3.0.0" directory
VS 16.4 should at minimum match VS 16.3
The 3.0 Templates are serviced from core-sdk:release/3.1.1xx at this time.
