Add ‘InternalsVisibleTo’ attributes to some projects

• Microsoft.ML.StandardLearners

  • expose internals to SequencePrediction

• Microsoft.ML.Transforms

  • expose internals to TMSNLearnPrediction (enable Dracula Transform)

(SequencePrediction, SLibWrapper and TestSequence.cs were removed and need to be added back, same for CountTableTransform.cs, DraculaTransform.cs).
