Fixes to #6383 that use LibImport instead of DllImport, includes Regression and binary classification. Exposes optimized tree_method hist for Intel CPUs.

  • needs xgboost installed on system (this is not documented, instructions forthcoming)
  • needs sample (forthcoming)
