It looks like Mono 4.9.3 has numerous shutdown bugs (which another branch installs, and this branch accepts), causing random test issues, so bump to a newer version.

We already have failures when bots have 4.9 (because MAX_MONO_VERSION is too high). I think the solution (before merging 2017-02) is to keep master on 4.8
