HWIntrinsicFlag has run out of space

As of #114438 there are no remaining spaces for new entries in the enum HWIntrinsicFlag.

AMD64 is also close to being full.

It's possible we can overload some values.

There's several that we can remove or overload, particularly given certain ones are only needed in import vs other stages

We should look at simplifying before adding a new flags field or similar
