WaitHandle doesn't do alertable waits

Look for issue number to find disabled tests.

• Pass true for alertable argument in the code linked from
  Adjust Test_wait_interrupted_user_apc test timeout to handle deviation due to lowres timers. #116066 (comment)
• Handle WAIT_IO_COMPLETION result by retrying the wait. Special care needs to be taken to handle timeout adjustments. Thread::DoAppropriateWaitWorker has a good example for how to do that.
• Re-enable tests disabled in Disable Test_wait_interrupted_user_apc on NAOT due to no support for alertable waits. #118231 by deleting the ActiveIssue annotation
