IncludeAllContentForSelfExtract only extracts native assemblies, when it should extract everything

dotnet publish -r win-x64 -p:PublishSingleFile=true -p:IncludeAllContentForSelfExtract shouldn't be loading managed assemblies from the bundle, but it seems it still is.
