Investigate library test failures with com disabled

It would be useful to get a run of all libraries tests with this disabled so that we get a good idea what are all dotnet/runtime features that get impacted by com.

This should be done prior to closing #50500

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.

PR #54013 is a test run with built-in COM disabled and the analysis of the failures after #54298 was merged seems as expected
