NativeAOT missing src/tests/issues.targets changes.

It seems to be running NativeAOT over all tests are currently does not ported from runtimelab repo. I feel a bit naked when porting ICustomMarshaller work without this infrastructure.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
