"DOTNET_EnableCrashReport" does not work for Windows platform

Description

The issue was reported by #77671. It was resolved by updating the document for DOTNET_EnableCrashReport, but the environment variable still doesn't work for Windows platform.

Reproduction Steps

DOTNET_EnableCrashReport only works for non-windows platforms.

Expected behavior

DOTNET_EnableCrashReport should work for all platforms.

Actual behavior

DOTNET_EnableCrashReport does not work for Windows.

This would be a lot of work to implement on Windows. This option was meant for MacOS and Linux but there are problems symbolizing the stack frames on Linux.
