The export script for states.csv uses PHP's fputcsv, which should guarantee that each record is written on its own line with proper CSV formatting. If you're seeing multiple records concatenated on a single line, it's likely caused by unexpected newline or control characters within the data itself (for example, in the JSON or database source), not by the export logic. You may want to check the source data for embedded newlines or anomalies in fields like names or metadata, as these can disrupt row separation even when using fputcsv for export.

FYI: I have just downloaded the file states.csv from repository. Opened it and got the issue then reported an issue
