test(coverage): add testable-seam unit tests for increments 1-3 (#199) - #200

Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: actions/checkout@v4, actions/setup-dotnet@v4, actions/upload-artifact@v4, microsoft/setup-msbuild@v2, nuget/setup-nuget@v2.
