Describe the bug

Gunstar Heroes has control issues from at least 1.40+
Works correctly in 1.38.1
D-pad works correctly but the action buttons are messed up. Pressing A will not jump and pressing B causes the player character to "clench" or "block"?

To Reproduce

Steps to reproduce the behavior:

1. Load Gunstar Heroes for Game Gear (CRC32: C3C52767)
2. Select "Free shoot" and any weapon
3. Start a stage
4. Experience control issues

Expected behavior

"A" should jump and "B" should shoot.

Additional context

Is broken as of 1.40
Still worked in 1.38.1
