Closing: even this minor 12.8→12.9 bump is coupled to the version-specific apt package name libcublas-12-8 pinned in Dockerfile.cuda, and the CUDA base is deliberately managed (bump manually + make scout-cuda + GPU E2E). Adding a full dependabot ignore for nvidia/cuda so this doesn't recur — the #96 major-only ignore let the minor through.
