file is created when projects are imported with EGit
bundle is not provided in LSP4E repository
Current snapshot of lsp4e requires dependencies from Eclipse Oxygen. Use Oxygen repository. Textmate repository URL was changed. The previous version 1.0.0 does not exist anymore. Added Orbit repository to resolve org.codingj

The current snapshot of lsp4e is version 0.2 and requires Eclipse Oxygen, e.g. Mylyn Wikitext 3.0.
With this PR the project is upgraded to build for Oxygen
