cli/verify: recover coordinator configmapstore

This allows the recovery of a Coordinator after the StatefulSet itself, including the associated config map store, is deleted. During contrast verify a file history.yml is written into the verify directory which contains all necessary config maps. This can be applied together with a fresh Coordinator, which then goes into recovery mode and can be recovered with the previous manifest and keys.
