Allow customization of parameter encoding

This is a small release which adds a global encoding setting on the runtime, to allow users to customize how to handle spaces in query arguments. This is a new minor release, since we're adding new API, even though this is a very minor feature. I imagine that in the future, we will add more settings, rather than making behavior assumptions.

TL;DR

Package aarch64 failed during the Docker builder image setup because the Debian bullseye mirror timed out while apt-get update ran. The subsequent zip has no installation candidate error is a consequence of the incomplete package index, not a regression from the oapi-codegen/runtime dependency bump.

Remediation

• Retry Buildkite build 15551; this is consistent with a transient package-registry/network failure.
• If the failure recurs, improve the builder image’s apt setup around Dockerfile.build:6-8 (for example, use a reliable mirror and/or explicit apt retry behavior) before retrying.

Investigation details

Root Cause

The failed .buildkite/scripts/release_test.sh step invokes mage docker:release, which builds Dockerfile.build. That Dockerfile first runs apt-get update and installs zip at lines 6-8. In this build, the bullseye InRelease request to deb.debian.org timed out after 84 seconds, so apt ignored the failed index and then reported that zip had no installation candidate.

The PR changes only Go dependency metadata and NOTICE files; they do not touch the release script or Dockerfile.

The PR diff shows no packaging or Dockerfile changes, and the repository’s GitHub checks for the current head are passing. No local build was run because the failure is in external package mirror access.

Follow-up

No open flaky-test issue matching this Debian/apt packaging failure was found.
